Description: The DOE Technology Commercialization Fund (TCF) was established by Congress through the Energy Policy Act of 2005 and reauthorized by the Energy Act of 2020 to “promote promising energy technologies for commercial purposes.” The DOE TCF is a primary component of DOE’s ongoing effort to commercialize the cutting-edge technologies in which DOE invests. These technologies, developed with taxpayer funding, comprise a portfolio of energy-related technologies that have the potential to improve the lives of Americans and solve many of our country’s most pressing economic, energy security, and national security challenges.

Standard Technology Readiness Levels (TRLs) are incorporated into this solicitation to establish rigorous, universally accepted entry and exit criteria for all submitted proposals: Low TRLs (1–3) [EXCLUDED]: Foundational research phase consisting of basic scientific principles, mathematical formulations, and early conceptual testing. Proposals at these early stages are explicitly excluded from this solicitation. Mid TRLs (4–6) [EXCLUDED]: Proof-of-concept, laboratory validation, and early engineering-scale component testing. Proposals at these intermediate stages are explicitly excluded from this solicitation. High TRL 7 [MANDATORY ENTRY LEVEL]: The technology must have cleared primary scientific hurdles and demonstrated a full-scale, functional prototype validated under actual field operational conditions or high-fidelity simulated pipeline environments prior to proposal submission. Work includes approx 100 CY rock excavation; 6,000 LF for cutting (sawing) asphalt pavement; 10,000 LF silt fence; 150 EA locating gas main; 50 LF 18" RCP storm drain; 100 LF 18" casing by jack and bore; 100 LF 24" DIP pressure class 250 water; 400 LF 2" C900 PVC for water by directional bore; 1,000 LF 8" sanitary sewer pipe old trench; 800 LF 48" tunnel.
