The commission convened to conduct regular business, including the approval of the agenda. The main session featured a special presentation regarding a countywide impact fee study. The discussion covered the legal frameworks for impact fees, specifically nexus, benefit, and proportionality, as well as an overview of infrastructure financing tools, the impact of fees on affordable housing, and calculation methodologies for determining future fee structures.
The committee convened to discuss a potential contractual matter concerning the Arbor Meadows development agreement. An executive session was held to receive legal advice subject to attorney-client privilege, with planning staff and developer representatives invited to participate in the discussion. No motions or votes were taken during the closed session.
The meeting primarily focused on a detailed review of the proposed revisions to the Unified Development Ordinance (UDO) as outlined in a provided matrix. Commission members expressed concerns regarding the transparency and inclusion of major staff-proposed changes that had not been vetted by the commission. The discussion covered various zoning districts, including the professional business district and the retirement of certain legacy districts. The commission also addressed the need for cleanup regarding acronyms, cross-references, and the organizational oversight of various overlay districts, such as the highway corridor preservation overlay. It was determined that the commission would proceed through the matrix item-by-item to ensure all proposed revisions were understood and appropriate recommendations were prepared for the County Council.
