Westlands Water District Valley Clean Infrastructure Plan
The Valley Clean Infrastructure Plan (VCIP) is Westlands Water District's long-term framework for developing clean-energy infrastructure. It aims to repurpose up to 136,000 acres of drainage-impaired and water-constrained agricultural land in western Fresno County into sites for solar generation, battery storage, and associated transmission infrastructure. The plan's objective is to deliver clean power to California's electric grid, with Westlands Water District owning and administering the transmission backbone (WWD Transmission System) to support large-scale energy projects.
